1/08/08               Presentation The Council heard a presentation about a planning application for “Glenfield” from David Barnes, the owner’s architect. He explained proposals to rebuild part of the property’s Cotswold stone retaining wall on Ash Lane and to re-grade and replant the bank on the opposite corner of Ash Lane. Mr Barnes answered councillors’ and parishioners’ questions and left the meeting.

 

2/08/08   Minutes The minutes of the meeting held on July 17th 2008 were

approved and signed.

 

3/08/08   Matters Arising

1 Councillors consider that there is a risk of pedestrians falling into the garden where the wall at “Sunny Ridge” was demolished.

Action: clerk to contact SDC. 

2 The fence to the site of the former electricity substation has not been repaired.

Councillors noted the contents of the clerk’s report.

 

6/08/08   District Councillor’s report

Cllr Cross reported that

·she is campaigning to see “20 is plenty” restrictions applied to whole areas of the district and wants SDC to urge GCC to act more quickly

·the parking restrictions outside Cashes Green School will be enforced

·a barrier is to be placed at the Wordens to prevent use of an illegal and potentially dangerous footpath.

4 S.08/0793/FUL Planning Permission granted - 60 Humphreys Close – Mr B Skilton

6 Cllr Huxford reported that a developer wishes to build on Foxes Field, off Westward Road.

 

8/08/08   Finance & Personnel Committee

1 Resolved: to renew annual membership of the Gloucestershire Wildlife Trust at £25.

2 Resolved to pay Randwick Church Council £13.75 for use of The Wesley Room.

2 Action: clerk to send a copy of the spreadsheet for the PC accounts to the chairman of the finance committee.

 

9/08/08    Environmental Committee: No report

 

10/08/08          Communications Committee

1 No report

2 Resolved: after the draft minutes of parish council meetings are issued for publication on the parish website the communications committee will

publish a summary of the minutes in the “Randwick Runner”. The article will include the date and venue of the next meeting and notice of any appropriate, non-routine business.

3 Cllr Watkins reported current progress on the Village Hall refurbishment and improvements. Parish Council donations will help fund an extension to provide new toilets. Cllrs asked the RVH&PFC to consider making the toilets available to people using the field when the Hall is closed. Cllrs asked if part of the hall could be used as a Parish Council office or store.

4 Action: Cllr Watkins will give a report at the next meeting of the breakdown of use of the various funding streams for the Village Hall improvements.

 

11/08/08          Design Statement

1 Cllr Rendell proposed a steering group of himself, Cllr Taylor and two parishioners to meet for the first time in September. The Parish Plan will inform the Design Statement but there will need to be more public consultation and surveys of land use and the environment. The process is intended to take two years and it is hoped to issue the document by the end of 2010.

1 Resolved: to investigate engaging a solicitor.

2 Cllrs agreed that it was desirable to deposit the Council’s deeds in a bank or solicitor’s strongroom.

3 Action clerk to ask other clerks in Gloucestershire what experience other parishes have in using solicitors.

15/08/08          Minor Items and items for the next agenda

1 Cllr Taylor distributed copies of the Neighbourhood Watch Incident Report Form.

The meeting closed at 9.15 pm.
